Put your Business cards in wedding Chapels and at places that service people that are about to get marriedWhere can a make up artist work in a small town?
Try the local theatre. Depending on how small the town is, there should be at least one local acting troop. You could also offer your services to the local schools/churches/community groups who put on productions of some sort at least for x-mas.
